After Texas gained independence from Mexico, the Mexican government refused to recognize Texas as an independent nation. American annexation of Texas increased tensions between Mexico and the United States. Even though Mexico refused to give up its claim to Texas, it placed the border between Texas and Mexico at the Neuces River. The United States claimed the border was located at the Rio Grande. President Polk sent an "Army of Observation" under General Taylor to enforce American border claims. After Mexican forces attacked American positions at Fort Brown, modern day Brownsville, and subsequent clashes between Mexican and American armies led Polk to ask Congress to declare war on Mexico.
