there's no sensible answer to that, really. seems obvious they are paying paying more in absolute terms, but inflation is inflation; and is really just a convertor between the value of money and assets. moreover, controlling inflation as the (or a) key outcome of monetary policy is a relatively recent development. one could guess that the pres was trying to control inflation, ie preserve it but not kill it off, as deflation is way more dangerous. i don't believe that you can draw any sensible conclusion from that graph alone, other than that inflation was actually generally well managed. or behaved as it was always going to do despite the unhelpful/ irrelevant intervention of politicians and central banks. maybe there's a historical angle that you have not specified? so, purely guessing, i would discount b) & c) because deliberate inflation only really happens when someone wants to deflate a sovereign debt. so, after all that waffle, i'd go a)
