Would the cause of not going out in heavy rains be because of getting wet, instead of the heavy rain itself? (Semantics...?) Maybe the increase in rain and floods are happening in like Cambodia, while people aren't going out in America because of heavy rain? Statement B doesn't say that people are not going outside MORE, which would be the assumed effect of increased rainfall and floods? People always like staying in during heavy rain, regardless of the increase or decrease of the amount of rainfall?

Because "Increase in rainfall and floods..." does not cause "people avoid going out in heavy rains." The regularity of rainfall and floods doesn't cause the effect that people avoid going out.
