basically what its trying to say is that when there is an opinion, like when they propose something, the chief justice, if most of the people agree with him, he decides what the action is that they take
basically when the majority of the court agrees with him, he makes the main decisions
but if he is not in "majority' so if most of them disagree, he can't make them
When the court renders to a decision and they are in agreement with the chief justice. The Chief Justice will decide the actions that will be taken to fix the problem?
