(x-a)^2 +( y-b)^2=r^2 is equation of circle with center (a,b) and redius r so its not elipise .It is a circule

a circle is just a special type of ellipse that is equidistant from the center at all points, ellipses are just cattywompous circles

I figured out the next two steps

ax^2+by^2=c^2 if a=b cofficent of x^2and y^2 are same then it is a circle and in (x-16)^2+(y-9)^2=144 this eqn cofficent of x^2 and y^2 is same so it circle and it is very different from 16x^2 +9y^2=144

This is the general form x^2/a^2 + y^2/b^2 = 1
