"What will I decide?" is a question people with time would ask themselves. People who are going through a crisis often will feel as though they have no time, as if there's no way to get around it. So, when asking "How can I avoid this situation?" that shows that the event/crisis has not happened yet. Basically, it can't be that. "Why do I have to do this?" shows that they're being forced to do something they don't want to do- they're complaining. It would be C or D. D would be a better choice, but if that's actually wrong, then C.
