Irony. You posted a question requiring consideration on context, in away that strips all context. :) So here's a guess or two. You could argue that it's freedom from fears because a world with less weapons would be less fearsome than more weapons. Arms reduction requires trust. You have to trust that when you put down your gun, the other guy will put down his gun. Then you have to trust that he doesn't have another gun in his pocket. Of course, you can setup a system to check on each other. But then you have to worry about him hiding knives or other guns. The whole idea seems to cause more fear. Let's try military control. That's the way you suppress freedom. In this case, the freedom to arm yourself or your country to protect yourself. We want arms reduction so we build up our military power to force everybody to melt their guns and the like. So that seems to be the answer. Military Control. You make people drop their guns with a bigger gun. Irony again.
