Kings and kingdom's have been around for most of human history. The most common way for a king to come to power is for his father to die. Or his father dies and he kills any brothers who get in the way. Most kings made some kind of claim through religion. The people accepted the king because they were convinced god chose the king or the king was god or some such arrangement. In reality, any king had to have a way to pay the bills. Often there was an inherited treasury or a tax system in place or other means of support. But there usually were a group of nobles involved in that financial support system. Very powerful kings had all the politics worked out with loyal nobles. They granted land, married the children off or had rivals killed to keep power. In 1215, John, king of England wasn't particularly powerful. His main problem was that he liked to go to war a lot and he wasn't very successful. This disastrous foreign policy had him in debt. His nobles were getting tired of paying for the war's. The nobles were ready to rebel. They cornered him and got him to agree to sign a piece of paper recognizing their rights to have some say in how there money was spent. John didn't think much of it. He planned to do whatever he wanted, paper or not. The write up was on a big piece of paper and got the Latin name Magna Carta. The big deal here is that a monarch acknowledged some limit to his power by his nobles. It wasn't democracy or much of a change for the regular guys. But it was a start. English kings never got to the point of power of lay Louis 14 of France. The limits grew with the development of parliament and other stuff. But that was the start of the people getting power.
