why is 9.06 a rational number?

Because it can be written in the form of p/q where p and q are both integers 9.06 is the same thing as 9.06/1 multiply numerator and denominator by 100, what do you get?

so 9.06/1 multiply it by 100/100 We're multiplying it by 100 so we can get the numerator to be an integer. The denominator already is, but we need the numerator because then we know that 9.06 can be expressed as p/q where both p and q are integers
