Any number to the power of zero equals 1. Therefore 10^0 = 1. So now we are left with (10^8)^2. You need to use the rule for raising a power to a power. For example: \[\large (5^{3})^{7}=5^{(3\times7)}=5^{21}\]

the options should be better separated the mistake of adding would let a person choose B overlooking the 1 while looking for 10 to a power would let a person choose B
