Fair enough, I want to say it is Big Businesses but I'm not 100% sure
Big Businesses back then controlled a lot of the financial system (I believe) because they were so big that it was hard for anyother business to be established and survive. But as I said, I'm not 100% sure it's been a while since I read up on this.
