Oh, i can try and explain for you Ty. Ok so uhm basically, after 9/11, the Patriot Act was passed. This act enabled the federal government to watch the citizens closely and it ultimately helped the federal government detect terrorism. This was important because a terrified America had just experienced the terrorist attacks of 9/11 and in this State of the Union Address, Bush is appeal to their fear of terrorism by saying that when this Act expires, the federal government will not have the power to monitor the people and work to prevent terrorism in the same ways they had been doing.
