ok so yeah there was an issue because while he did get more of the popular vote, Hayes still became the president. Idrk how to go into detail ab tht so i can give u a history link to learn about that process. I'm not too sure, but I don't think the answer is B. I think Tilden was one away from majority. So we can cross off option B. So, keep in mind that in elections today, the winner is determined by the electoral college votes--whoever gets the majority. In this situation, Tilden had more votes than Hayes, but there were many votes tht were being disputed that were in the end, given to Hayes.
