That tells me about his job, and that seems to not lead me to the answer.
Ok how about this: Jefferson was appointed the United States Minister to France, and subsequently, the nation's first Secretary of State under President George Washington from 1790 to 1793.

Hm, I'm not really sure what exactly your teacher is looking for here. There could be a variety of things. Maybe since he had already had some roles in the US government, he knew how to run it, and he knew what to expect. He had experience and that is something that is very pleasing in politics. Besides the fact he had a better understanding of the government structure, and he knew what could influence it and such, i'm not sure what else to put....
