I think the main problem with the sample size is that it is too small. The question mentions that they have 7300 members and choose 1 out of 10 but they limited themselves to 40, which is much smaller than the sample they could have gotten. I agree with your answers, but I think the option "The sample size is too small and will show larger variation." could be true, along with the others
