I need help seriously on writing a topic sentence; this is the thesis statement Theme statement; In the book thief by Markus Zusak, the author conveys the idea Most humans are good; however, during times of war, those in power seek corrupt goodness through the depiction of food, Han’s accordion, and books.

So, maybe you agree with the author's point of view that most people are fundamentally good, which can be corrupted in times of war. Or, maybe you think that people are fundamentally good and do not become corrupted by war. Or, maybe you believe that people are not fundamentally good at all and the darkness of war allows humans to show their true nature.... Etcetera. There's many perspectives you could take on the topic. Whatever you believe about the theme, you should make sure your topic sentence represents that perspective clearly and directly. We can start by figuring out your point of view, then maybe think about how that connects to the novel and how we might support that point of view in the rest of the essay.

I think I may have misunderstood the assignment. This writing assignment is meant to be a report on the book, and not a critique or an analysis? Did I get that right? So, in other words, you just have to report about what was written in the book, but you are not required to insert your own opinions or personal views?

I understand now. So, each paragraph you write will have a topic sentence, while you can think of the thesis statement as kind of like the "topic" of the essay as a whole. So, you'll have at least as many topic sentences as you have paragraphs, and each topic sentence will reflect the content of the paragraph. Do you know how you want to organize the essay, like how to break the topic down into paragraphs that make sense? Since you mention the characterization of three characters--Hans, Liesel, and Rudy--you could base your paragraphs around each of those characters in turn. That's one option for how you could organize the essay.
The organization of the paragraphs will, of course, inform the topic sentences we write for these paragraphs. For example, (just pretending that I remember anything about the book for a moment), let's say I wanted to write a paragraph about Hans before moving on to Liesel and Rudy. I might say something like "Throughout the story, the disparity between Hans' kindness during times of peace and his cruelty during times of war highlight the human tendency to abuse their power at opportune times" Now, I wouldn't say that exactly because I haven't read the book in years and what I said is probably not true. That is just an example of how you might write a topic sentence, if you choose to go with that kind of paragraph organization. Again, your choice of organization and structure will influence the topics of the paragraphs and, in turn, what the topic sentences say.
