According to the dictionary ( https://www.dictionary.com/browse/natural--rights ) The definition for natural rights is: "Rights that people supposedly have under natural law. The Declaration of Independence of the United States lists life, liberty, and the pursuit of happiness as natural rights." option b wouldn't seem like the best choice here since it doesn't state anything about "liberty" you understand?
