A slightly more realistic answer, look through my questions asked to find my tutorials for html, with any luck it gives you a basic understanding of the concept of syntax, once you understand syntax it's as simple as looking at the reference and learning what every "element" or "command" is, a reference I recommend is w3schools,

That will allow you to build a client side application with no server interaction, for further reading look into PHP and Node.JS for server side communication. You could also technically do a java applet or ruby on rails, but personally I wouldn't recommend it. Additionally for help on understanding, I suggest looking at examples/sample code to understand how the code interacts to actually make something.

nay I say, once you have the website, you just throw it on a server for like 5$ a month using amazon AWS (needless to say that depending on the application and the size of the userbase that wont be enough - we spend way more than 5$ a month on servers, but for most starter applications that's fine)

Yes, but additionally unless you just want to give someone an IP to look at, (because lets be real, whos gonna remember https://192.249.125.12), you need to also buy a domain for 8-15$ a year

Yes, the domain name is just translated to the IP address, and is an easy way for humans to remember a servers location on the internet. The computer actually communicates with the IP of the website, not the domain name
