It's more like retelling a bit of info from the sentence and calling it his perspective. The second option reads "His perspective is that of an older person looking back in time" which honestly sounds about right. It is the narrator retelling memories of the past, so he is indeed older. The third option is "His perspective is that of a child of twelve." which doesn't make sense if you read the sentence, so no.
