Are the number of telephone numbers within a particular area code determined by permutations, combinations, both, or neither?

when you type in someone's phone number, does the order of digits matter? if so, that means they use permutations. if not, they use combinations.

I would like to politely disagree. if someone tells you their number is 555-123-4567, you cannot swap the order of the digits, or else you get a different phone number. Therefore, 555-123-4567 is a different permutation than 555-321-7654. And thus, all phone numbers within an area code are permutations. But anyway, @diaboliklover do you follow so far?

I respectively disagree. The reason is because for example my phone number starts with (269) and that really does matter. If you dont type the area code there could me millions of different phone numbers that are the same. So I would think the area code for the phone number and the number after words. I hope you get what I am trying to say.
