Yes, in the U.S anyways. We have something called a "Rule of Law" meaning everything is fair and it lets everyone know how to do things. Evidence: " laws are enforced equally and impartially, meaning they are applied to everyone regardless of status. Likewise, no one is above the law, and everyone is required to obey." Without laws being fair, the Constitution would be defunct, and we all know that the Constitution will never be defunct. Even the supreme court reviews laws based on the Constitution!
