The notation is fuzzy for me. Am I correct in saying that N' is the complement of N and M' is the complement of M? Anyway, the probability of P(N'|M') = 1 - P(N|M'), so P(N'|M') = 1 - .3 = .7

Well, then it should be P(N'|M') = .7 P(N|M') is the probability of N occurring given that M' has occurred. The probability that P(N|M') would not occur is 1 - .3 = .7
