If the pH of a solution decreases by 3.1, how much does the hydrogen ion concentration change? Does the change make the solution more acidic or more basic?

It has been a while but I will give it a try. Lets say that the pH was at 7 meaning that the hydrogen ion concentration was 1.0E-07. Then if the pH drops 3.1 the new pH will be 3.9 which means that the hydrogen concentration is 1.3E-04. Any drop in pH causes the hydrogen ion concentration to increase. If the pH goes below 7 then it becomes acidic if the drop in pH gives a new concentration above 7 the hydrogen ion concentration is higher but the solution is still basic.
