Electronegativity increases to the left of the period and decreases down a group. So O<N<F. O>S and N>P. The more electronegative an atom, the greater the pull on their electrons and on the other electrons in a shared covalent bond. So the electron pair in abond, sort of shifts towards the electronegative atom.
