the denominator is (x-3)(x+1) so you can see now that it will change signs at 3 and -1 has no mimimum and no maximum.

ohh ok, it is increasing till -1, (at -1 it has no value) than decreases till 3 (where it again has no value) and it decreases after that too. There are jumps in this function. try to draw it. I have it in my head now, but it would help.
