What is genetic engineering, and how does it change the DNA?

also called genetic modification, is the direct human manipulation of an organism's genome using modern DNA technology. It involves the introduction of foreign DNA or synthetic genes into the organism of interest. The introduction of new DNA does not require the use of classical genetic methods, however traditional breeding methods are typically used for the propagation of recombinant organisms.

DNA or part of it of some organism is extracted using enzymes like endonucleases, the desired part is introduced into the genetic sequence ie:DNA of another organism, most commonly a bacteria like e-coli and then the organisms are allowed to divide in a culture media to produce multiple copies of the desired DNA which is later separated for usage.

in simple, genetic engineering is an applied science of classical genetics. if you knows the sequence information and other details, it is a matter of expressing your desired gene into any of your desired host (where you want to express). it also unveils the diversity nature by phylogenetic trees. usually it concentrates on recombination technology.
