The rate at which RBI (India) lends to other banks is called bank rate. Repo rate is a short-term rate applied by the central bank(RBI) to regulate inflation.

Both are the rate decided by central bank to levy on banks for the loan taken by the banks from Central bank. The difference comes in term of duration of loan. Repo rate is for short term loans while Bank rate is for long term loans.
