It is believed that the moon was once molten. At that time, the lunar lava oceans had tides - just like the today's Earth's oceans. These tides were caused by Earth's gravity . They used to race around the moon's surface following the position of the Earth. Eventually the lava oceans solidified and the tides were frozen in position. The high tide region ended up facing the Earth all the time - and making moon's rotation period equal to its orbital period.
