I solved it as follows: Assume the shaded shapes are approximately half-circles with radius r. Then the area of the shaded region is 2*pi*r^2. The square in the middle will have side length 2r, so area 4*r^2. Then the total area of the figure is 2*pi*r^2 + 4*r^2 = (2*pi +4)*r^2. Then the unshaded region is 4/(2*pi + 4)% of the figure, or 38.89%, or about 40%.
