ropery Archaic. roguish or criminal behavior or action; conduct deserving of hanging. Source: http://www.thefreedictionary.com/ropery Saucy would be impertinent or disrespectful. So, it sounds like someone is asking (I pray you, sir) for the name of the merchant (someone who owns a shop probably) that was bragging (full of) about his criminal or roguish behavior. Still open to interpretation, of course.
