Why will an electron be less powerful if it is located closer to the nucleus ?

I'm not clear on your question, but I gather you're asking about electricity flow. When an electron is closer to the nucleus it has a higher ionization energy which means it takes more energy to remove it from its shell.

It is similar to magnets, the further an electron is from the nucleus, the interaction weakens between the nucleus and the electron.
