So we can calculate the average rate of change over that interval by using the old school slope formula: \[\frac{y_2-y_1}{x_2-x_1} = \frac{f(3)-f(1)}{3-1} = \frac{7-2}{3-1} = \frac{5}{2}\] Other than that, there is nothing else we can calculate. We dont know anything about the average value of f because we dont know any of the values of f inbtween. We dont know anything about f' either, could be concave up or down inbetween x = 1 and x = 3. So the only thing we know for sure is the average rate of change.
