An atom has : no. of protons=no. of electrons=its atomic number The statement : "..one atom has 11 protons and 10 electrons, while the other has 17 protons and 18 electrons." states that there is loss of 1 electron in 1 atom and gain of 1 electron in another atom. That means there is an exchange of electrons between the 2 atoms. An ionic bond is a type of chemical bond formed through an electrostatic attraction between two oppositely charged ions formed by the transfer of electrons. Ionic bonds are formed between a cation(positive ion), which is usually a metal, and an anion(negative ion), which is usually a nonmetal.
