when hydrogen is attracted to a more -electronegative element ? does the atom become partially negative ?or what

More positive. To be electronegative is to ATTRACT electrons in a bonding situation. The more electronegative atom pulls electrons away from the hydrogen, leaving behind a somewhat exposed positive charge from the hydrogen nucleus.
