whats the difference between steric hinderance and torsional strain?

OpenStudy (anonymous):

steric hindrance is caused by the sidechains clashing and not allowing the compound to rotate, the torsional strain is purely related to the bond which is being rotated itself. This bond cannot rotate because it is believed hyperconjugation prohibits it. (the sigma bond electrons react with the empty p orbitals)
