yes the negative exponent means take the reciprocal. now if you actually want to add them into one fraction you make use a common denominator of \[y^4\] so you get \[\frac{1}{y^3}+\frac{1}{y^4}=\frac{y}{y^4}+\frac{1}{y^4}=\frac{y+1}{y^4}\]
