K2Cr2O7 the oxidation state of Cr is +6 [O]=-2 and K=+1 since Chromate CrO4 ^2- you can get to you arrival many different ways. Do you know redox yet because thats the simpliest way other than that, you would need to know step wise mechanisms and MO theory to derive a "good' theoretical formation of Cr2O7(-2)

potassium isnt bonding to Oxygen its mearly a "tight ion pair" if you want to call it that, its actually just stabilizing the - charge until further reaction. I havent studied much about this reaction but i would say mix 2CrO4 in some type of hydrolysis and you may yeild CrO7(2-) typically a deprotonation then SN2 protonation then H2O will leave yeilding CrO7(2-)
