When CH3COOH is combined with Na+ and Co(NO2)6^3- and KCl K3Co(NO2)6 precipitates, why would using KBr in place of KCl been unreasonable?

If you are asking why would it be unreasonable if one wanted to not get a precipitate, it is because KCl and KBr are both metal halide salts. Their properties are very similar and so they will probably react the same way with the rest of the reactants.
