is the reason why we consider the gaseous state of the atom when talking about ionisation energy(IE) is that the gaseous form of the atom is its most excited state?

I believe the reason for considering the ionization of a gaseous atom rather than a liquid or solid is to minimize the influence of any nearby atoms that might make ionization harder (or easier)
