what makes an atom electronegative?

OpenStudy (rogue):

Electronegativity is the tendency to attract electrons. Atoms are electronegative because they need to gain electrons that will give them stable valence octets/duets/half-filled or filled subshells. Having one of those make an element more stable, which is preferred in nature.
