From the equation its obvious that Mg(OH)2 is not ionic as it does not dissolve. MgSO4 is Mg2+ and SO42-. NH4OH is NH4+ and OH-. NH4)2 SO4 is NH4+ and SO42-. But Mg(oh)2 is not ionic. So writing the equation you have \[Mg ^{2+}+SO _{4}^{2-}+2NH _{4}^{+}+2OH ^{-} -> Mg(OH)_{2} + 2NH4^{+}+SO _{4}^{2-}\] Now you can cancel NH4+ and SO42- from the equation as it is just spectator ions. You are left with \[Mg ^{2+}+ 2OH ^{-} -> Mg(OH)_{2}\]
