Why are the elements that are closer to the noble gases more electronegative than the atoms further away?

As you go to the right across the periodic table, each consecutive element has the same # of valence shells, but an increasingly stronger effective nuclear change due to a higher # of protons. The higher the effective nuclear charge is, the stronger the elements' attraction for electrons become.
