Well.....Wikipedia can't be wrong. But, some people may think like Satellite thought/said that the coefficient can't be more than 10. I don't believe that to be right.
Whatever system you are using to "validate" answers is not the final truth.
it has to be between 1 and 9 x 10^ of an integer..so 119 x 10^-3 is not in scientific notation
