that depends on what concentration of NaOH you want to prepare..I hope that your question is how to prepare a secondary standard solution of NaOH...For this you have to prepare a solution of NaOH..say 1M based on the theoretical calculation...since NaOH is hygroscopic the amount you measured and concentration wont be accurate..ie 1M solution you have prepared wont be 1M exactly...So you titrate the NaOH solution with any standard acid solution(say HCl solution whose concentration you have calculated based on titration with aprimary standard base). Now you now the concentration of NaOH exatly..this solution can then be used as a standard solution for further analysis....
