What causes an atom to reach ionization energy and what does this mean for the atom?

OpenStudy (anonymous):

ionisation energy is the energy required to remove the outermost electron of an atom supposing i give some energy to atom, exciteing the electrons, electrons move to a higher energy level by absorbing energy provided given the right amount of I.E the atom loses its outermost electron to become +vely charged
