i guess Cl and Ar are non metal element, so they only have very weak van der waals force of attraction between other molecule so they exist as gaseous state in room temp(for most non metal element).

As we go down a group of the periodic table, the size of the atoms increases. As a result, van der waal's force increases(it depends on surface area). So, heavier atoms tend to be solid or liquid. Consider the hydrocarbons. Methane, ethane, propane, butane and pentane are gases at room temperature, while others are liquids. That's why octane is widely used as an automobile fuel.

Because they both have weak IMF, therefore at room temperature, their IMF is broken and they exist as gases in room temperature.
