What happens when salt mixes in water? Do the properties of the liquid change? How?

It dissolves assuming by salt you meant NaCl. This would interfere with the water forming ice because the sodium and chlorine ions are in the way. It would essentially lower the freezing point. Was that what you we're looking for?

Salt, when dissolved in water, dissociates into ions. These ions change the property of the water (solution). The solution is now a strong electrolyte and is able to conduct electricity. NaCl -> Na+ + Cl-
