High ph means greater than 7. They mean high in number not strenght. So for aluminum hydroxide at high pH( greater than 7) the OH- concentration is very high or you could say the pOH is low somewhere less than 7. When there is an increase in either H+ or OH- aluminum hydroxide forms a soluble complex. Does that help?

Why is it soluble at low pH? That is what I do not understand. According to that equation where the product ends up to be a 4th OH- attached to the aluminum, it seems that both the solid and OH- got used up. So, which way would equilibrium of solubility equilibria for Al(OH)3 shift?
