A ball is thrown in to the air with an upward velocity of 28 ft/s. It height (h) in feet after t seconds is given by the function h= -16t^2+28t+7. How long does it take the ball to reach its maximum height? What is the balls maximum height?

It will reach it's maximum height at the vertex of the parabola. So you either need to complete the square to find the vertex. Or use the formula -b/2a=t., and substitute the answer you get for t into the equation to find the height. \[At ^{2}+Bt+C\]So for your equation A=-16 and B= 28
