false. equilibrium occurs when the concentrations of reatants and products no longer changes. In the image below, the reaction starts with 100% NO2 and 0% N2O4. As the NO2 combines to form N2O4, the amount of NO2 drops, and the amount of N2O4 increases. The N2O4 begins to fall apart though, reforming NO2. Eventually, the amount of NO2 turned into N2O4 is equalled by the amount of N2O4 turning into NO2, and no furhter change in concentration is noticed. That's when equilibrium is established.
